The cotton ball or pad should be fairly damp, not too wet or too dry!
Gently move the cotton ball across your face, avoiding the delicate skin around the eyes but covering every other section including the hairline and under the chin. Work the cotton ball in soft, sweeping movements without rubbing too hard.
Leave it to soak into the skin for a few minutes.
Toner can dry out the skin, so if you already have dry skin apply it only every other day, and if your skin becomes too dry, apply it even more infrequently.
